Few of us can afford to buy copies of all the literary magazines we think might be a fit for our writing. Reading excerpts posted online can help but a better resource may be the annual Pushcart Prize: Best of the Small Presses lists which have complete stories culled from small presses. The 2016 edition was just released with 65 stories. Obviously not all small presses are represented, but it contains a good selection.
